Abu Dhabi Occupational Safety and Health System Framework (OSHAD SF) is an initiative developed by Abu Dhabi Government since 2006 with aim of addressing and controlling all risks arising from various activities and to manage all aspects related to occupational health and safety at workplaces.
The first version of this system framework was launched in 2008 (Version 1.0) which followed by the issuance of the Royal Decree of H.H Crown Prince Chairman of the Executive Council No. (42) for 2009 concerning the Environment, Health, and Safety Management System in Abu Dhabi Emirate.
Then several updates and versions were carried out by the competent authority as responsible for the implementation of OSHAD SF at the emirate level as result of regular review, continuous improvement, and consultation with the relevant stakeholders. This culminated in the issuance of the last version No. 3.1 in March 2017.   

Objectives of Abu Dhabi Occupational Safety and Health System Framework (OSHAD SF):
OSHAD SF aims for the following:
-   Control of risk and incidents reduction.
-   Improving the occupational health for workers.
-   Provision of innovative workplaces and developing the human resources.
-   Consolidate the status of worker and his morale, as he considered as main element
    in development process.
-   Minimizing the medical treatment costs and absenteeism, and increase the   
    productivity.
-   Enhance the reputation of the employers.

Abu Dhabi Public Health Center:
Abu Dhabi Public Health Center (ADPHC) is responsible for supervision and monitoring of the implementation of Abu Dhabi Occupational Safety and Health System Framework (OSHAD SF). Also one of the centre main role is to ensure implementation of comprehensive system for managing all related occupational health and safety aspects and to oversee all occupational health and safety issues at emirate level to assure reduction of incidents, injuries, and occupational illness, and provision of safe and healthy workplaces.

Sector Regulatory Authority (SRA):
The sectors regulatory authorities are delegated by the competent authority according to the Degree No. (42) for 2009. Currently there are ten sectors regulatory authorities, in addition to the governmental entities which managed by the competent authority ADPHC Center.
The Sector Regulatory Authority (SRA) for Building and Construction Sector is the Department of Municipalities and Transport (DMT). The three municipalities (Abu Dhabi City Municipality, Al Ain City Municipality, and Al Dhafra Region Municipality) are considered as Sub-Sector Regulatory Authorities (SSRA) under supervision of the Department of Municipalities and Transport (DMT) (for more information please refer to https://www.adphc.gov.ae/en/Legislation )
The Regulatory Authority (SRA) of Building and Construction Sector supervises the establishment, development and implementation of the Occupational Safety and Health Management System (OSHMS) by the building and construction entities. Also the Regulatory Authority (SRA) of Building and Construction Sector monitors the implementation of the building and construction entities for the requirements of Abu Dhabi Occupational Safety and Health System Framework (OSHAD SF).
