1.1 Who should register in "Tawtheeq" System?
Whoever is affiliated to either of the following categories:
- Property owners (Individuals / Corporate);
- Property Management Companies.
1.2 Who is authorized to log into “Tawtheeq” System?
Anyone who has a valid account details can log into “Tawtheeq” System (Property Owner/ Property Management Companies) via the Login details provided by the Municipality.
1.3 What is the Profile and Preferences Form (PPF)?
It is a form designed for the purpose of opening an account for Property Owners/ Property Management Companies. In this form, users must fill out the details of the contact person, authorized signatories and the number of properties managed, in addition to Property and Existing Contracts Registration options.
1.4 What is the Data Migration Kits (DMK-PR)?
DMK-PR is ADM’s Microsoft Excel based template for collecting the details of properties and leasable units within a property.
1.5 What is the Existing Contract Registration Form (DMK-EC)?
DMK –EC is ADM’s Microsoft Excel based template for collecting the details of existing tenancy contract information of rented units/properties and details of vacant units/properties.
1.6 Why should all property owners register their property details together with the concluded tenancy contracts in "Tawtheeq" System?
Pursuant to the legislations applicable in Abu Dhabi Emirate and the UAE, it has become mandatory to implement the provisions of the Resolution of HH Chairman of Abu Dhabi Executive Council No. 4/2011, regarding the regulations and procedures of tenancy contracts registration in “Tawtheeq” System.
1.7 How long does it take the Municipality to open an account for property owners / Property Management Companies (Phase1/First Step – Setup Phase)?
The Municipality of Abu Dhabi City tries to process transactions as quickly as possible, and seeks to offer excellent services; so the account opening process will take 2 working days as maximum.
1.8 How long does the process of property registration take (Phase1/Second Step – Setup Phase)?
Our objective is to carry out our customers' transactions with efficiency and accuracy; so the process timeline is determined according to the number of properties to be registered, however it will not exceed 30 working days.
1.9 How long does the process of registering existing tenancy contracts take (Phase1/Third Step – Setup Phase)?
Out of our keen attention to deliver high quality services to customers in a record time; this process takes a maximum of three working days.
1.10 How long does the Municipality take to issue a registered tenancy contract (Phase 2 – System Usage Phase)?
Tenancy contracts registration period is accomplished instantly as the process of issuing a registered contract is completely automated and is performed without delay.
1.12 Can the property owner or any authorized person register the tenancy contract of a property / leased unit within Abu Dhabi city through the customer service centers affiliated to Al Ain Municipality or the Western Region Municipality?
Yes. It is possible to register tenancy contracts through the above-mentioned centers.
1.13 What is the difference between a Property Management Company and a Property Owner?
A Property Management Company is a company handling the management and operations of all types of leasable properties. A Property Owner, on the other hand, is the person who supervises and manages the property himself/herself.
1.14 What are the consequences of non-compliance with the registration of property details or tenancy contracts?
Inability of obtaining a registered tenancy contract to be submitted to government entities and institutions to access the services available and complete their transactions as "Tawtheeq" System is linked with the strategic partners to achieve the required integration as the registration of leasable properties and tenancy contracts in "Tawtheeq" System has become part and parcel of the procedures required for completing various government transactions.
If a dispute arises between the two contracting parties, no application can be submitted to the Tenancy Dispute Settlement Committee unless there is a registered tenancy contract by the Municipality of Abu Dhabi City.
1.15 What does tenancy contract cancellation mean?
There are two types of tenancy contract cancellations:
- Cancellation through mutual consent of the two parties: It means the cancellation of the contracting relationship between a property owner and a tenant due to the expiry of the contract without prior notice to renew the contract or the cancellation of the tenancy contract before the contract expiry against paying a fine.
- Cancellation by a judicial ruling: It means the cancellation of the contractual relationship between a property owner and a tenant by virtue of a ruling issued by the Tenancy Dispute Settlement Committee when either party submits a complaint claiming the other party's non-compliance with the regulations and tenancy laws applicable in the Emirate of Abu Dhabi City.
1.16 What are the tenancy contract categories available in "Tawtheeq" System?
To answer this question, it is necessary to review the tenancy contracts categories available in "Tawtheeq" System, which are as follows:
- Residential: (used for all types of residential purposes)
- Commercial: (used for all types of commercial activities)
- Industrial: (used for industrial activities – warehouses)
1.17 Is it applicable for the property owner to open an account in "Tawtheeq" System in case all his/her properties are run by a Property Management Company?
No. It is not applicable for the property owner to open an account since the authorized Property Management Company shall carry out, on his/her behalf, all transactions and procedures related to "Tawtheeq" System.
1.18 Is it necessary to register a leasable property details if the property / unit is not leased yet?
The Resolution No. 4/2011 stipulates the importance of registering leasable property details whether the property/ unit is leased or not.
1.19 Is property registration process done once and for all?
The process of registering the property details is one of the important steps in Phase1 (Setup Phase) which includes:
- Opening an account (for property owners/PMCs)
- Registering leasable property details
- Registering existing tenancy contracts details
The registration of property details in "Tawtheeq" System is done once and for all, but the property owner should provide ADM with any changes made to the property/leased unit details in order to update the respective data in the system.
1.20 To what extent can "Tawtheeq" System ensure data confidentiality?
"Tawtheeq" System has been developed to top-notch approved international technologies, besides using the highest security standards. As a government entity owning "Tawtheeq" System, the Municipality of Abu Dhabi City is concerned with the confidentiality of the data fed in the system, noting that such data is accessible ONLY by the concerned persons (Property Owners & Property Management Companies), as per necessity and competence and in accordance with the Data Protection & Confidentiality Act.
1.21 Is it possible for a Property Management Company, with an expired trade license, to open an account in "Tawtheeq" System?
It is possible to open an account in "Tawtheeq" System if the Trade License is expired, but it is necessary to renew it before embarking on the next phase of the project (phase2/System Usage Phase), as no transaction can be processed under this phase unless the Trade License is valid.
1.22 Is it possible to register land details & ownership in "Tawtheeq" System?
"Tawtheeq" System initiative is only concerned with registering the data of properties and leasable units such as residential, commercial and industrial units, in addition to tenancy contracts pursuant to the Resolution issued by the Abu Dhabi Executive Council No. 4/2011. A noteworthy fact is that there is a difference between land registration (which is carried out through Property Registration Section) and "Tawtheeq" Project. The Property Registration Section is concerned with land, its details and ownership, whereas "Tawtheeq" Section has to do with registering building details such as the number of floors, the number of leasable residential units, the type of the residential units, commercial outlets, etc.
1.23 Is it possible to link "Tawtheeq" System with Land Ownership System?
The e-register related to land ownership, its location, and specifications exists in the ELMS System at the Municipality of Abu Dhabi City. "Tawtheeq" System, which is concerned with the registration of leasable property details as well as tenancy contracts, has been developed to cutting-edge worldwide technologies to ensure the integration and communication among various relevant government entities as well as private institutions. The System has been linked with all e-systems used in the Municipality such as Land Ownership System (ELMS System), which provides easy and accurate access to statistical data.
1.24 Is it necessary for the time being to present a tenancy contract registered by the Municipality to official entities to complete a transaction?
In Phase1 of "Tawtheeq" project (Setup Phase), which is concerned with opening an account, registering the leasable property details together with the existing tenancy contacts details during 6 months starting from the date of issuing the Resolution, the user is not required to present a tenancy contract registered by the Municipality to complete a transaction at any government entity. Existing tenancy contracts shall remain usable without the need to register them in "Tawtheeq" System. Partnership with the relevant entities will be activated immediately after the completion of Phase1 (Setup Phase) and the commencement of Phase2 (System Usage Phase), which requires, by then the issuance of a tenancy contract registered by the Municipality.
1.25 Does "Tawtheeq" System cover the registration of the concluded tenancy contracts regardless of contractual period?
The Resolution No. 4/2011, regarding the registration of property details and tenancy contracts, is concerned with the registration of tenancy contracts for a contractual period not exceeding 4 years and concluded in accordance with the provisions of law No. 20/2006 regarding the tenancy and regulating the tenancy relationship between property owners and tenants in the Emirate of Abu Dhabi. Contracts concluded for a period exceeding 4 years should be registered at Properties Registration Section at (Land & Real Estate).
1.26 Is it possible for the tenant to verify if the contract concluded with the property owner is registered in "Tawtheeq" System or not?
Yes. The Municipality provides access to "Tawtheeq" website to review the contract status via the tenancy contract ID number provided by the Municipality.
1.27 Is it possible for a "Tawtheeq" website visitor to review the real estate database to obtain information related to the real estate market?
"Tawtheeq" System website provides the visitors with the possibility of reviewing the database that supplies the following:
- Easy access to statistical reports and information related to the real estate market to keep updated of the best offers in properties and leasable units for those interested.
- A search tool to find the appropriate property in a way that ensures the validity of specifications and prices.
- A better marketing of the property and an improved investment market.
1.28 Is it necessary for communal house owners to register in "Tawtheeq" System?
"Tawtheeq" System" is concerned with the registration of leasable properties and units such as residential, commercial and industrial units, besides tenancy contracts. Based on the directives of the President of the State No (27/7015), dated 15/10/2009, it is strictly forbidden to rent communal houses.
1.29 What’s the time frame required for issuing certificates to owners?
At the same time of submitting the application through Customer Service Centers.
1.30 What’s the time frame required for issuing certificates to companies?
At the same time of submitting the application through Customer Service Centers
1.31 What are the government entities which will endorse the receipt
The Department of Transport, Department of Economic Development, Passports, and Abu Dhabi Distribution Company (Electricity and Water) in addition to the local departments.
1.32 What’s the period required for issuing No Objection Certificates to tenants as regards Dubai & Sharjah Passports?
Two working days; either in the Head Office or External Centers.
1.33 Which are the External Centers concerned with Tawtheeq procedures?
Al Shahama, Al Bateen and Al Wathba.
1.34 Can the tenant open an account?
No, as account opening is designated only to landlords or realtors
1.35 Could a receipt be issued in the name of heirs?
No. There must be a single certified representative or a legal custodian named by way of court ruling.
1.36 Should a copy of the Power of Attorney be submitted?
Yes it is essential for any one acting on behalf of the owner.
1.37 Could the application be submitted by a representative?
Yes, it can be submitted by a representative, agent or owner.
2. Inquiries about fees and payment options:
2.1 How much are the fees prescribed to register a property in "Tawtheeq" System?
Pursuant to the Resolution No. 4/2011 regarding the registration of property details and tenancy contracts in the Emirate of Abu Dhabi, property registration fees in “Tawtheeq” System are specified as followed:
- Leasable property registration: AED 1000
- Leasable unit registration: AED 5
2.2 How much are the fees required for tenancy contract registration?
Pursuant to the Resolution No. 4/2011 regarding the registration of property details and tenancy contracts in the Emirate of Abu Dhabi, tenancy contracts registration fees are as follows:
- New tenancy contract registration: AED 100
- Updating tenancy contract: AED 50
- Renewing tenancy contract: AED 100
2.3 Are there any fees imposed on completing Phase1 (Setup Phase)?
Phase1 comprises three key steps:
- Opening an account for Property Owners/Property Management Companies – No fees are imposed in this step.
- Registering the leasable property details – AED 1000 for registering the property details + AED 5 for each leasable unit.
- Registration of the existing tenancy contracts - No fees are imposed in this step.
2.4 What are the payment options for property and tenancy contracts registration; Can a property owner/property management company choose the appropriate payment methods?
The Municipality of Abu Dhabi provides the following three options to pay the prescribed fees:
- Manager Cheque
- Bank Transfer
- As far as the payment method is concerned, the Municipality of Abu Dhabi decides the applicable method of payment based on the number of transactions.
2.5 What are the payment cycles for property or tenancy contracts registration?
There are two options of payment cycles:
- Real Time Option
- Post Paid Option: payment is done as per the Billing cycle; customer can make the payment on daily, weekly and monthly basis. The Municipality of Abu Dhabi City holds the right to determine the valid payment cycle based on the number of transactions.
2.6 Is it possible to pay the properties details registration fees in installments?
The payment methods specified by the Municipality shall be observed (Please refer to question 2.4 & 2.5).
2.7 What happens if the transaction fees (property/contracts registration) are overdue?
The property and contracts registration transaction shall not be completed unless the due fees are paid. This action is generated automatically in integration with the General Cash System (GCS).
2.8 How much are the fees prescribed for using the Data Analysis service?
Once the application is received from the property owner/property management company, the Municipality shall assign this mission to one of the concerned companies/organizations. The fees required for this service are determined according to the transaction size and the number of properties belonging to the property owner / property management company.
2.9 After issuing a tenancy contract registered by the Municipality of Abu Dhabi City, the property owner or tenant expressed his/her intention not complete the transaction, is it possible to refund the fees paid?
Pursuant to the Resolution No. 4/2011 regarding the registration of property details and tenancy contracts, which provides for the duly payment of AED 100 for issuing a new tenancy contract + AED 50 for modifying an existing contract: (Cancellation – Termination – Modification of contract details), it is not possible to recover the fees once the registered contract is issued as the printing of the contract follows the e-order that makes the contract valid and irrevocable.
2.10 ?Are there any fees imposed on canceling a registered tenancy contract?
Yes. According to the Resolution No. 4/2011 regarding the registration of property details and tenancy contracts, the fees payable for making any update to the contract are AED 50, however update includes the following:
- Modification of contract details
2.11 Are there any fees imposed on modifying the property details registered in "Tawtheeq" System?
The Resolution No. 4/2011 regarding the registration of property details and tenancy contracts stipulates that the fees payable by the property owner for amending the property details are AED 5.
2.12 Are the fees prescribed for registering the tenancy contracts in "Tawtheeq" System determined according to the contracting period?
Pursuant to the Resolution No. 4/2011 regarding the registration of property details and tenancy contracts, the property owner is obligated to pay AED 100 for the registration of a new tenancy contract, regardless of the contracting period, provided that it does not exceed 4 years.
2.13 Are all existing tenancy contracts concluded before the issuance of the Resolution exempted from the registration fees until the next renewal date?
Yes. Based on the Resolution No. 4/2011 regarding the registration of property details and tenancy contracts, Article No. 8, Paragraph No. 2 says "Existing tenancy contracts concluded before the issuance of the Resolution are exempted from the registration fees until the next renewal date".
3. Inquires about procedures:
3.1 What happens if the required documents are incomplete?
"Tawtheeq" shall contact the designated contact person within a maximum of 48 working hours, starting from the date of documents submission.
3.2 Is it necessary for the property owner to attend in person to the Municipality premises to register the tenancy contracts of his/her properties?
The direct presence of the property owner in the Municipality premises is not necessary. There are several options available to register the concluded tenancy contracts, namely:
- "Tawtheeq" System Integration, where "Tawtheeq" System is linked with the Real Estate Program devoted to Property Owners and Property Management Companies.
- "Tawtheeq" Web Application, by using the login details provided by the Municipality.
- Submission of transactions by the legally authorized person to clear the transaction through any of the customer service outlets of the Municipality of Abu Dhabi City.
- Submission of transactions though the use e-Signature, as the property owner authorizes the Municipality of Abu Dhabi city to use his/her scanned signature in tenancy contract registration only.
3.3 Is it possible to attach special terms and conditions to the registered tenancy contract made between the two contracting parties?
Yes. The property owner can attach special terms and conditions to the contract during the account opening process. Then these terms and conditions are referred to the Legal Affairs Section at the Municipality of Abu Dhabi City. If they are found matching the general terms and rules of tenancy contracts, they will be approved and attached to the concluded contract. If, however found contradicting the general terms and rules, the Municipality would notify its disapproval of those terms to the property owner.
3.4 Is it possible to issue a property management contract before registering the property in “Tawtheeq” system?
The property must be registered at the Municipality of Abu Dhabi City before issuing any contracts.
3.5 Is it possible to modify the details of a property after being approved and sanctioned by the Municipality?
Yes. It is possible to modify the details of an approved property by filling out the required forms in order to update the data in "Tawtheeq" System and then submit all the required documents coupled with the official approvals as per requirements, transaction type and the addition required.
3.6 Is it necessary to submit the property owner supporting documents when registering a property run by property Management Company?
For more information regarding the required documents for the processing of such transaction, please refer to the "Supporting Documents Guide", also available at the Documents Centre, Tawtheeq website.
3.7 Is it possible to update the data of the tenancy contract after registration?
Yes. Some data can be updated, such as:
- Mobile Number
- Landline Number
- Fax Number
- Email Address
- Address, P.O. Box
- Trade License Number: Issue Date & Expiry Date
- Passport Number: Issue Date, Expiry Date, & Place of Issuance
- Residency Visa Number - Residency Visa Expiry Date
- Family Number & Family Book Number
3.8 Is it possible to register a tenancy contract if the property is not registered in the "Tawtheeq" system?
If the property is not registered in "Tawtheeq" System, the data shall be registered via the traditional method (temporarily) to ensure the smooth flow of necessary transactions of the property owner. The Municipality shall contact the property owner to complete the procedures of account opening in the system, followed by registering of the property details and the existing tenancy contracts so that the property owner can embark on Phase2 (System Usage Phase).
3.9 Is it possible to register a sub-leased contract?
Yes, as long as the regulations and rules issued in this regard are observed by both parties, after seeking approval from the Municipality to complete the relevant transactions.
3.10 Can property owner/PMCs change the option selected earlier for property or tenancy contracts registration after being approved by ADM?
Yes, property/contract registration mechanism can be changed by filling the relevant forms along with the supporting documents required, either by downloading it from the Documentation Center available at “Tawtheeq “website www.adm.gov.ae/tawtheeq or by collecting it from the Municipality’s Information Desk. The same is then required to be submitted to the Municipality’s Customer Service Office.
3.11 If the tenancy contract period lapses, is it necessary for both parties to notify the Municipality?
Yes. Either contracting parties or authorized persons should notify the Municipality upon the expiry of the contracting period in order to update the data pertinent to the leased unit in "Tawtheeq" System.
3.12 What are the applicable procedures when the contracting period concluded in the contract between the property owner and the property management company expires?
In case the property owner expresses his/her intention not to renew the contract with the previous property management company, the property owner shall notify the Municipality, requesting the issuance of a new property management contract with another property management company, or if interested, the property owner can open an account in “Tawtheeq” as owner of the property and at the same time as manager who handles and carries out all the transactions related to his/her property. However, this step is necessary to update the contract status in "Tawtheeq" System.
3.13 Is it possible to perform any modification on the Profile and preference Form after submitting it to "Tawtheeq" Section?
If the transaction is underway and the account opening process is not finalized yet, the PPF can be modified in collaboration with "Tawtheeq" Section, in which case the customer is not required to re-submit the form. If, on the other hand, the account opening process is completed, the customer is required to re-submit the form, which can be collected either from the Information Desk at the Municipality Premises, downloaded from "Tawtheeq" website , or directly received from one of concerned persons in "Tawtheeq" section.
3.14 How are the property details submitted by the property owner/PMCs to be registered in "Tawtheeq" System verified?
Pursuant to the Resolution No. 4/2011, all property owners/PMCs are required to register the details of their leasable properties and submit all required documents. The property owner/PMCs shall provide the Municipality with correct and accurate information, which will be crosschecked by the Municipality to verify its integrity against ADM approved database. If found mismatched or incomplete, the property owner is notified and the process of registration is suspended until the issue is rectified and data is verified successfully.
3.15 Who is responsible for completing the registration in “Tawtheeq” System the property owner or the Master Tenant, if the property is sub-leased for investment purposes by (corporate/ individual)?
“Tawtheeq” System helps in streamlining and strengthening the relationship between the contracting parties, and ensures the transparency and credibility of transactions, which contribute to developing the real estate market on the one hand, and streamlining and bolstering the relationships between property owners and tenants on the other. There are some principles and rules to be observed when registering a sub-leased tenancy contract, namely:
- The property owner shall open an account in “Tawtheeq” System and then register the property details.
- The property owner shall then request the issuance of a sub-leased tenancy contract registered by the Municipality (an investment contract for leasing)
- The Master Tenant opens an account in “Tawtheeq” System so that he/she can obtain registered tenancy contracts.
3.16 If the property owner fails to register the property, can the tenant perform the registration procedures by himself/herself, or can the Disputes Settlement Committee carry out the registration process automatically, and who is held responsible for paying the registration fees in this case?
Pursuant to the Resolution No. 4/2011 regarding the registration of property details and tenancy contracts, the property owner or his/her authorized person is responsible for registering the property details. In case of the non-compliance with the provisions stipulated in the Resolution, the Municipality together with the concerned bodies shall take necessary actions against the property owner and hold him/her responsible for paying the fees for registering the property in the system. The tenant can refer to the concerned committees to seek a ruling certifying the validity of the signature on the tenancy contract and then register it at the municipality.

4.1 To where shall suggestions and complaints relating to "Tawtheeq System" be sent?

4.2 What if I forgot my password?
To restore your password in “Tawtheeq” System, you need to contact the Municipality's Call Centre, and answer a few questions to verify the secret parameters. Then the Municipality will send you "Tawtheeq" ID and User Name on your e-mail or via an SMS on your mobile phone.
4.3 How can I follow up the status of my registered properties in "Tawtheeq" system?
The Municipality can update the customers on the status of their properties to be registered in “Tawtheeq” system by sending them a notification on their properties status via e-mail or P.O Pox.
4.4 What are the support channels available to enhance the understanding of “Tawtheeq” System?
In case your inquiries are not served, you can try one of two options:

4.9 How to submit the Profile and Preferences Form (PPF) together with the supporting documents?

4.10 Does the Municipality provide options for property owners who are computer illiterate, with no external help available for them so that they can carry out the registration of the property details and the existing tenancy contracts?
The Municipality provides two options for such case:
- Data Migration Kits (DMK): for Property and Existing Tenancy Contracts Registration, which is filled out manually. It can be downloaded from the "Documents Center" in "Tawtheeq" website www.adm.gov.ae/tawtheeq, or collected from the Information Desk at the Municipality's Head Office.
- Data Analysis Service: Some companies approved by the Municipality can register the properties details and existing tenancy contracts on behalf of the owner against prescribed fees.
